Live report: opening ceremony of the 2nd World Internet Conference

The opening ceremony of the 2nd World Internet Conference starts at 10:30 a.m. on Dec 16, with President Xi Jinping giving a keynote speech.

10:30 a.m.

The second World Internet Conference officially opens in Wuzhen, Zhejiang province. Liu Yunshan, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, presides over the opening ceremony.

Liu: More than 2,000 guests from 120 countries and regions, and 20 international organizations have gathered here today, to communicate and exchange with one another under the theme "An interconnected world shared and governed by all".

First, please welcome General Secretary of the CPC Central Committee, Chinese President Xi Jinping, to deliver a speech.

10:35 a.m. 

Welcome to beautiful Wuzhen for the second World Internet Conference. I worked in Zhejiang province for many years and visited Wuzhen many times. I like this place! When Wuzhen’s second renovation occurred, I came here for the town’s planning on ancient architecture, conservation and tourism development. I have a sense of familiarity, but also feel fresh and new coming here again today. 

10:40 a.m.

The first World Internet Conference, held in Wuzhen last year, promoted the rapid development of new Internet business models, such as Internet makers, Internet hospitals, and smart tourism. Wuzhen’s access to the Internet and smart technologies is a vivid portrayal of the integration between tradition and modernity, and culture and science. It is the epitome of the Internet’s innovative development in China, and also reflects the concept of the Internet shared by all.

10:42 a.m. 

China is now in the historical process of rapid development of the Internet. China has attached great importance to development of the Internet. Since the country first accessed Internet 21 years ago, China has followed ideas of active usage, scientific development, legal governance and ensuring security to enhance information infrastructure construction, promote web economy and benefit the people. Meanwhile, we have been governing the cyberspace in accordance of the law, resulting in an increasingly healthy cyberspace.

Currently, China has 670 million web users and 4.13 million websites. The Internet has deeply penetrated into the development of the economy and the society and people's daily life.

10:44 a.m. 

The Fifth Plenary Session of 18th CPC Central Committee has put forward five principles of innovative, coordinated, green, open and shared development. During the 13th Five-Year Plan (2016-20),Chinawill vigorously implement the Internet power strategy, the big data strategy and the Internet Plus action plan.Chinawill develop a positive Internet culture, expand space for the Internet economy and promote the integrated development of the Internet, economy and society. Our goal is to let the achievements of the Internet benefit the 1.3 billion Chinese people and create better livelihoods for people all around the world.  

10:45 a.m. 

The Internet will play a bigger role in the progress of human civilization. At the same time, however, problems such as imbalanced development, inadequate roles and orders have become more evident in the field of the Internet. The international community must enhance dialogue and cooperation on the basis of mutual respect and trust, promote the transformation of a global Internet governance system, work together to foster a peaceful, secure, open and cooperative cyberspace, and establish a multilateral, democratic and transparent global Internet governance system.

10:46 a.m. 

We should stick to the following principles to push forward the revolution of the global Internet management system.

Respect cyber sovereignty. We need to respect each country’s right to choose their methods of cyber development, cyber administration and Internet public policy independently and to participate in the international cyber space management equally. We should never seek network hegemony, interfere in other nations’ internal affairs and never engage, indulge or support cyber activities that harm other countries’ national security.

10:47 a.m. 

On cybercrimes, Xi said a secure, stable, and prosperous cyberspace has great significance to all countries. 

"The cyberspace should not become a battlefield of countries to wrestling one another; it should neither become a hotbed for crime."

Xi calls for all countries in the world to work together in preventing the use of cyberspace for criminal activities such as terrorism, pornography, drug trafficking, money laundering, and gambling.

10:49 a.m. 

Promotion of openness and cooperation. All countries should advance opening-up and cooperation in cyberspace, further substantiate and enhance the opening-up efforts. We should  build more platforms for communication and cooperation, create more converging points of interests, growth areas for cooperation, as well as new highlights of win-win outcomes. We should complement each other with cyberspace advantages, enable more countries and people ride the highway of the information era and share benefits of the Internet development.

10:51 a.m.

On cyber order. Xi said, "As a society, cyberspace needs both freedom and order. Freedom is the goal for order and order guarantees freedom. We not only respect the rights of internet users to communicate and express their own ideas, but we want to construct a healthy cyber order governed by law, which benefits the legitimate rights and interest of all the internet users."

10:52 a.m.

Cyberspace is the common space of activities for mankind. The future of cyberspace should be in the hands of all countries. Countries should start up communications, broaden consensus and deepen cooperation, to jointly build a community of shared future in cyberspace. To this end, I wish to put forward five proposals.

10:53 a.m.

First, speed up the building of global cyber infrastructure and promote inter-connectivity. China is now implementing the "Broadband China" strategy. It is estimated that by 2020 broadband in China will basically cover all the villages thanks to the strategy, and more people will have access to the Internet. China is ready to work with all parties concernedto come up with more investment and technical support to jointly advance the building of global cyber-infrastructure and enable more developing countries and their people to share the development opportunities brought by the Internet. 

10:55 a.m.

Second, build an online platform for cultural exchange and mutual understanding. Culture and civilization are enriched through exchange and mutual learning. The Internet is an important carrier to spread mankind's fine culture and promote positive energy. China is willing to build, through the Internet, a bridge of international cultural interaction for the world to learn more about China's fine culture, and vice versa, to promote the development of Internet culture that enriches people's minds and pushes forward civilization. 

10:57 a.m.

Third, to encourage innovative development of cyber economy for common prosperity. China is working on the "Internet Plus" Initiative to impel the construction of "digital China", boost economic sharing and support of multiple Internet-based innovations, and enhance development quality and efficiency. The booming Chinese Internet sector creates wide markets for companies and entrepreneurs across the world. We warmly welcome enterprises and entrepreneurs to invest in China, as long as they are in accordance with Chinese laws. We would like to join the world in promoting global investment and trade, pushing forward digital economic development through the growth of cross-border e-commerce, and construction of information economic demonstration areas.

10:58 a.m. 

Fourth, ensure cyber security and promote orderly development. Maintaining cyber security is the common responsibility of the international community. China would like to cooperate with all other countries to strengthen exchanges and control divergences, so as to work out international cyberspace rules acceptable by all, formulate the cyberspace anti-terrorism treaty, improve the judicial system fighting against cybercrimes, and safeguard cyberspace peace and security.

11:00 a.m. 

Fifth, to set up an Internet governance system and boost the fairness and justice. In order to make the global cyberspace governance system more reasonable and fair and to reflect wishes and interests of the majority of countries in a more balanced way, countries should strengthen communication, improve the negotiation and consultation mechanism and study to formulate the rules for global Internet governance. The World Internet Conference is being held in the hope of building a global platform for sharing and governing jointly and boosting the healthy development of the Internet.

Honorable guests and dear friends: Internet is the common home for mankind, but it is invisible, and Internet users are visible. So, it is our responsibility to make our home better, healthier and safer.
