The 2nd WIC Organizing Committee proposes the Wuzhen Initiative

The 2nd World Internet Conference(WIC) -Wuzhen Summit, held from Dec. 16 to 18, 2015, got together more than 2000 representatives from over 120 countries and regions and over 20 international organizations. The WIC was honored to welcome H.E. Xi Jinping, the President of the People’s Republic of China, and leaders and high-level representatives of governments, private sector, academia, civil society, technical community and international organizations. Guided by its overarching theme -“An Interconnected World Shared and Governed by All: Building a Community of Common Future in Cyberspace” , the Conference participants engaged in fruitful discussions on such critical issues such as infrastructure construction, development and governance of the Internet. 

Pursuant to discussions at the High-Level Advisory Council(HAC), the WIC Organizing Committee proposes the Initiative as follows:

The Internet, one of the greatest achievements of the human civilization, has increasingly become an essential driving force for innovation and economic and social development, generating enormous benefits to all mankind. 

While the Internet has turned the world into a global village and a community of common destiny, its rapid development has posed new challenges to countries’ sovereignty, security, and sustainable development. It is therefore the common responsibility of the international community to meet these challenges actively and prudently. 

From the 2003 Geneva Declaration of Principles of the World Summit on the Information Society (WSIS) and the 2005 WSIS Tunis Agenda, to the Montevideo Statement on the Future of Internet Cooperation and reports of the United Nations Groups of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security, the international community has witnessed a broadening consensus and deepening cooperation on the Internet development and governance. 

In this context, we welcome the outcomes of the WSIS+10 United Nations General Assembly High-level Meeting. We look forward to further strengthening of global cooperation in the field of Internet on the basis of the UN Charter and widely accepted international rules and principles, as well as all the stakeholders’ efforts and contributions.

Pursuant to discussions at the High-Level Advisory Council(HAC), the WIC Organizing Committee proposes the Initiative as follows: 

1.Imperative to promote Internet deployment and development. We highlight the needs to speed up Internet infrastructure construction, promote innovation and collaboration with regard to Internet technologies and applications, advance research into and development of cutting-edge breakthroughs such as cloud computing, big data and the Internet of Things, and to bridge digital divides, boost Internet connectivity worldwide and bolster the use of the Internet technology across the world, especially in developing countries and less-developed regions. 

2. Fostering cultural diversity in the cyberspace. We reaffirm the importance of preservation, promotion and making available to everyone through digitalized means of the civilization’s cultural legacy, encourage cultural exchanges in the cyberspace and nurture the cultural diversity, thereby transforming the cyberspace into a common cultural and multilingual home for all.

3. Sharing the fruits of the Internet development. We recognize the importance of developing digital economy, promoting deeper convergence between the Internet and other industries, facilitating and protecting free and orderly data flow, accelerating the rise of a globally connected digital market, and creating more employment opportunities. This way, the Internet would ensure a strong impetus to efforts to advance the United Nations 2030 Agenda for Sustainable Development and empower the healthy and sustainable development of the global economy, taking more countries and their residents onto the speed train of development through the age of Information. 

4. Ensuring peace and security in cyberspace. We underscore the importance of respect for nations’ sovereignty in cyberspace, and protection the critical information infrastructure from threats, interference, attacks and destructions, safeguarding privacy and intellectual property rights, and undertaking collective efforts to combat cyber-crime and cyber-terrorism in joint efforts. 

5. Improving the global Internet governance. We call for the international community to cooperate in good faith, basing on mutual trust and in pursuit of common values and interest, in developing a joint approach to and common understanding of cyber-related international norms and rules in cyberspace, protecting and respecting basic rights and fundamental interests on the Internet, to foster and encourage innovation, and to bring the rule of law into cyberspace to jointly establish a peaceful, secure, open and cooperative cyberspace, and feature a multilateral, democratic and transparent global Internet governance system, with more valuable and inclusive involvement of governments, private sector, civil society, technical and academic community, international organizations and all other relevant stakeholders in accordance with their respective roles and responsibilities to contribute in a meaningful manner, helping to forge a genuine community of common destiny in cyberspace. 

The Internet makes the world close and wonderful. The international community and all the stakeholders should adhere to the spirit of win-win cooperation and jointly advance the development, governance, and prosperity of the Internet, so as to ultimately make cyberspace a new space where mankind flourishes and make the Internet serve mankind in a better way. 

The future of the world lies with the youth, and the Internet’s development shapes their future. We therefore call for a special focus to be made on making the Internet available for the young generation without prejudice to it, remaining a civilized, safe and inspirational space and home to creativity and innovation for a brighter future of the world.
